6th June, 2007. The state tele-radio company-PENZA – The total value of land plots of the Penza Region is estimated at 200 milliard roubles. Every hectare must bring in revenues but only a part of plots are used. Officials of the regional Ministry of State Property announced it at a press conference on Wednesday on the 6th of June. According to Vasily Shutov, Minister of State Property of the Penza Region, lands will bring revenues only being under the State control.
“Active position of the government of the region must encourage municipal centers and other managing subjects to provide a careful attitude towards land resources”, announced Vasily Shutov. Negligent owners will be dispossessed of their neglected plots of land. Beginning from 25 June 2007 meetings will be held in towns and villages of the region. They will discuss what land plots having to change owners will be transferred to confiding management of a municipal center. As a result, the Regional Land Fund will be created in the Sursky region. “Beginning from 1st September 2007 the Government of the Penza Region will dispose of about 130 hundred hectares of state and municipal lands”, said Yury Ligin, deputy minister of State Property of the Penza Region. These plots will be used as security for receipt of bank credits to develop the region. Besides, they will be given to tenants including foreign ones. However, former owners will keep chance to re-become landowners. They will have to put in an application announcing the intention to begin managing activities on their plots of land.
